Following on from the drama of Russia and Belarus the European Commission announced on January 10th a major package of energy and climate policy proposals, that call for Europe to cut greenhouse gas emissions by 20% by 2020 as well as a big shake-up of EU electricity and gas markets.
Although the
primary focus is quite clearly to promote the shift to low-carbon
energy, other objectives also include limiting the EU’s dependence on
external gas and oil imports as well as stimulating technology by
encouraging jobs and growth. |

| THE FORWARD CURVE Warm winter weather, rising non-OPEC supplies and concerns about the global economy triggered a sharp fall in oil prices over the past month. The front end of the forward curve remains in contango as crude stocks are still high compared with historical averages, but nearby WTI prices are now close to $50/bbl. Refined product stocks are up sharply following a slump in demand, adding to the downward pressure on prompt prices.
Longer-term prices have collapsed, with the back end of the forward curve now below $60/bbl all the way out to 2012. Although the market expects OPEC to cut output, weaker demand growth and growing supply competition make it more difficult to defend high prices. The balance of Calendar 2007 WTI is under $55/bbl – 10 cents above Brent or $51/bbl for the new OPEC basket of crudes.
